Approximately 3,800 Job Order (JO) and Contract of Service (COS) workers at the central and regional offices of the Technical Education and Skills Development Authority (TESDA) will now be covered by the Social Security System (SSS), following a partnership formalized under the KaSSSangga Collect Program.
The agreement also opens the opportunity for TESDA’s 4,300 regular employees to voluntarily continue their SSS contributions. This applies to those with previous private sector employment or self-employment who wish to maintain their active membership and benefit eligibility.
The memorandum of agreement was signed on April 22, 2025, at TESDA’s Central Office in Taguig City by SSS President and CEO Robert Joseph Montes De Claro and TESDA Director General Secretary Jose Francisco “Kiko” B. Benitez.
Through the KaSSSangga Collect Program, government workers under JO and COS arrangements will gain access to social security benefits and loan programs. Under the system, SSS will assign an Agency Reference Number to TESDA, enabling the upload of a contribution collection list. This will generate a Payment Reference Number, which can be used to remit contributions via SSS offices or accredited collecting partners, both online and over the counter.
