In a display of strength and preparedness, Laguna took part in the first-quarter Nationwide Simultaneous Earthquake Drill (NSED) 2025, highlighting the province’s readiness for a major seismic event, commonly referred to as the “Big One.”
The ceremonial pressing of the button for the drill took place today, March 14, at the Sta. Rosa City Auditorium, hosted by City Mayor Arlene Arcillas. The event showcased the active involvement of local government units, emergency responders, and residents, all collaborating to simulate the response efforts needed during a large-scale earthquake.
As part of the exercise, various safety protocols, such as “Drop, Cover, and Hold On,” evacuation procedures, and the coordination of rescue teams, were rigorously tested. The comprehensive exercise also covered several scenarios, including aerial damage assessments, hazardous materials handling, search and rescue in collapsed structures, jailbreak situations, vehicle extrication, and the evacuation of schoolchildren with learning disabilities.


During a press conference, several key issues were addressed, including identifying gaps in emergency response and fostering greater awareness and cooperation among residents.
Undersecretary Ariel Nepomuceno, Administrator of the Office of Civil Defense (OCD), stated that he would examine the involvement of residents from villages and informal settlers in the upcoming drills.
Nepomuceno explained that their research indicates vulnerable sectors are disproportionately affected during disasters due to weak home structures and a lack of disaster preparedness knowledge.
He further emphasized that the inclusion of various stakeholders “marks a significant step forward, reflecting the government’s commitment to a more inclusive approach to disaster management.”
The OCD Administrator also reaffirmed the government’s dedication to strengthening disaster preparedness through collaboration with both the private sector and community stakeholders.
“Earthquake drills are crucial in equipping the public with the necessary knowledge and skills to respond effectively to major seismic events,” Nepomuceno stated. “These exercises are instrumental in saving lives and minimizing damage during earthquakes.”
Meanwhile, Nepomuceno praised the Sta. Rosa City LGU for providing its constituents with disaster kits, including items such as go-bags and hard hats. He expressed hope for increased collaboration to ensure that vulnerable sectors are equipped with the knowledge and skills necessary for disaster preparedness.
This year’s theme is: “Ligtas ang bayan kung handa ang mamamayan, bawat segundo mahalaga.” (A safe town is one where the people are prepared; every second matters.)
