Representative Gerville “Jinky Bitrics” R. Luistro, a key architect of the newly enacted New Government Procurement Act in the House of Representatives, extends gratitude to President Ferdinand “Bongbong” R. Marcos Jr. and House Speaker Ferdinand Martin G. Romualdez for their unwavering commitment to its passage.
“With the passage of the New Government Procurement Act, we aim to cut the red tape that remains one of the factors that slows down the progress of our country and the delivery of services to our countrymen,” stated Rep. Luistro.

The NGPA introduces reforms aimed at streamlining the procurement process, notably reducing the processing time from 120 days to just 27 days, covering activities from advertisement to contract signing. Additionally, it mandates the adoption of the Philippine Government Electronic Procurement System (PhilGEPS) as the primary platform throughout the procurement lifecycle.
It also includes many other reforms such as the Green Public Procurement approach, a move geared towards achieving sustainability as it requires procuring entities to align procurement towards goods, projects, and services that would have a lesser environmental impact through their lifecycle.
“We commend the passage of this legislation for enhancing efficiency, transparency, and sustainability in procurement practices. Our commitment remains steadfast in serving our fellow Filipinos and advancing laws that foster national development and uphold transparency,” she emphasized.
