
CAMP BGEN VICENTE P. LIM, Calamba City – The Police Regional Office CALABARZON (PRO4A) once again reminded its personnel of their duties and responsibilities in light of the upcoming 2025 National and Local Elections during the Daily PNP Personnel Accounting Report held earlier today at the Covered Court of Camp BGEN Vicente P. Lim.
The briefing focused on the guidelines for the establishment and operations of Commission on Elections (COMELEC) checkpoints, which began on January 12, 2025, and will remain in effect until June 11, 2025. An audio-visual presentation was used to emphasize the key provisions of COMELEC Resolution No. 11067, particularly Section 261(q) of B.P. Blg. 881, also known as the Omnibus Election Code, which prohibits the carrying of firearms outside of one’s residence or place of business during the election period—unless authorized by the COMELEC.
The guidelines also covered the specific rules for the establishment of COMELEC checkpoints, as outlined in Section 84 of Resolution No. 11067. These checkpoints, which are critical in maintaining election security, must be set up following specific standards:
- Well-lighted and Properly Identified Checkpoints – Each checkpoint must be well-lit and clearly marked with visible identification tags and nameplates on personnel to ensure easy recognition by the public.
- Motorists’ Safety and Courtesy – Upon approaching a checkpoint, motorists must slow down and are courteously asked to dim their headlights and turn on their cabin lights.
- Non-Compulsory Vehicle Searches – Officers are only authorized to conduct visual searches, and vehicle occupants cannot be forced to step out of their vehicles unless there is a reasonable belief of criminal activity.
- Limited Interactions with the Public – The public is not obligated to open their vehicle’s trunk, glove compartment, or any bags. Routine questions may be asked, but the interaction should remain brief and respectful.
- Respect for Human Rights – No individual may be subjected to a physical search without justifiable cause. Checkpoint personnel are also reminded to maintain professionalism, ensuring that no person’s rights are violated during operations.
PBGEN Paul Kenneth T. Lucas, Director of the CALABARZON police, underscored the importance of strict adherence to these protocols, vowing zero tolerance for any abuses by law enforcement personnel during checkpoint operations.“Magiging mahigpit tayo sa pagpapatupad ng mga polisiya pagdating sa COMELEC Checkpoints. Gayundin, nais kong ipaalam sa ating publiko na hindi ko papayagan ang anumang pang-aabuso mula sa ating hanay. Pananatilihin natin ang maximum tolerance at pag-respeto sa karapatang pantao ng ating mga kababayan,” he said.
