Parañaque City is set to experience faster economic growth as Mayor Edwin Olivarez expressed strong optimism following the full completion of the 7.7-kilometer CAVITEX C5 Link. The newly connected route now serves as a high-speed gateway linking key business hubs in Cavite and Taguig.
For Mayor Olivarez, this milestone fulfills a long-held vision of strengthening the city’s competitiveness. “Pangarap lang ito dati, ngayon totoo na,” he said, highlighting how the opening of Segment 3B significantly cuts travel time between Parañaque, Cavite, and Taguig to just minutes. Beyond convenience, he emphasized that the project’s impact on businesses, investments, and opportunities in the city could be substantial.
Segment 3B completes the alignment of the expressway, connecting the Manila-Cavite Expressway (CAVITEX) to C5 Road in Taguig City. Travel time that once took up to 1.5 hours can now be reduced to around 15 minutes, offering a major boost to mobility—especially amid rising fuel costs that continue to affect commuters and logistics.
The improved road network also provides more efficient access to key locations such as NAIA and C5 through major interchanges along Coastal Road, Sucat Road, and C.P. Garcia Avenue. It is expected to benefit more than 30,000 motorists daily.
According to Reynaldo Murillo, head of the Parañaque Traffic and Parking Management Office, the full connectivity will help ease congestion and improve traffic flow across Metro Manila. Barangay Moonwalk Chairwoman Jemelene Qui echoed this sentiment, noting that residents can already expect more convenient daily commutes and a more productive environment.
Although the alignment is now complete, a portion of Segment 3B is currently operating under a modified setup with two lanes in each direction while right-of-way issues are still being resolved. Once completed, the road will expand to its full six-lane capacity with additional service roads.
Despite these temporary limitations, the local government remains confident that the project will attract more investments, stimulate business activity, and create new job opportunities for Parañaque residents.
The expressway project is a joint venture involving Metro Pacific Tollways Corporation, through its subsidiary Cavitex Infrastructure Corporation, in partnership with the Philippine Reclamation Authority, and is operated by the PEA Tollway Corporation.
