Consumers can expect a mixed adjustment in their electricity bills this June, as updated charges from the National Grid Corporation of the Philippines (NGCP) take effect.
Transmission wheeling rates, or the fees charged by NGCP for delivering electricity through the transmission grid, slightly declined by 0.27% for the May 2025 billing period. The rate dropped from PhP0.4605 per kilowatt-hour (kWh) in April to PhP0.4593/kWh in May—translating to a decrease of PhP0.0012/kWh.
In contrast, Ancillary Services (AS) charges rose significantly, climbing 9.29% from PhP0.5175/kWh in April to PhP0.5655/kWh in May, or an increase of PhP0.0480/kWh.
NGCP clarified that Ancillary Services—used to maintain grid stability during supply-demand fluctuations—are pass-through charges. This means the company merely collects the payments and forwards them directly to the service providers, which are either part of the reserve market or contracted through bilateral agreements.
Despite the drop in wheeling charges, the overall average transmission rates to appear in June’s electric bills increased by 4.60%, from PhP1.0978/kWh in April to PhP1.1482/kWh in May.
