NGCP implements contingency measures for upcoming midterm elections

In preparation for the national and local elections on May 12, 2025, the National Grid Corporation of the Philippines (NGCP) has suspended all maintenance activities starting May 5, in line with the contingency plans set by the Commission on Elections (COMELEC).

From May 5 to 16, all construction and non-essential maintenance works near substations and transmission lines are temporarily on hold. Maintenance and construction within substations and within 300 meters of energized power lines are also suspended during this period. As of April 30, all transmission lines have been cleared of vegetation and obstructions, except for one in South Luzon where negotiations are ongoing with an uncooperative landowner regarding scheduled trimming.

These measures align with COMELEC Resolution No. 10999 (dated May 24, 2024), which outlines the election calendar and prohibited acts, and Resolution No. 11055 (dated September 13, 2024), which designates the responsibilities of various agencies in ensuring orderly and credible elections.

Local absentee voting commenced on April 28, while canvassing and proclamation of winners are set for May 13–19. To guarantee a stable power supply during this crucial period, NGCP has deferred maintenance activities and shutdowns.

“NGCP is fully implementing its contingency measures and working closely with relevant groups to ensure uninterrupted power during the critical election period,” the agency stated.

According to the latest power outlook, supply is expected to be sufficient during the election weeks. Power plant maintenance schedules have also been adjusted to ensure maximum availability.

NGCP will activate round-the-clock operations at its Overall Command Center from May 11 to 8:00 PM on May 14. Key departments, including System Operations and Operations and Maintenance, will be fully staffed and operational. Line crews, engineers, pilots, and other technical personnel will be strategically deployed at substations to address any line tripping incidents. Administrative and support teams will also remain on standby.

Preparatory efforts began as early as February through NGCP’s Power Task Force Elections (PTFE), a dedicated team focused on ensuring the security and reliability of the country’s power transmission network throughout the election period.
