The City Government of Cabuyao, under the leadership of Mayor Dennis Felipe “DENHA” Hain, celebrated its 13th Cityhood Anniversary with a renewed commitment to transforming the city into a hub for business, innovation, and quality living.
Speaking before the media, Mayor Hain reflected on Cabuyao’s journey from its early beginnings as the town of Tabuko, whose once-vast territory included areas that are now Calamba and Sta. Rosa. Over time, these territories separated, paving the way for Cabuyao to eventually attain full city status.
Hain acknowledged that Cabuyao’s urban growth came later than its neighboring cities — a reality that, according to him, presents both challenges and opportunities.
“While Cabuyao may have lagged in terms of development, this also gives us the advantage of learning from the experiences of others. We can plan better, act smarter, and create a future that is both progressive and sustainable,” he said.

Infrastructure and Flood Control
One of the major milestones highlighted by Mayor Hain was the significant improvement in flood control. Through intensified cleanup operations of drainage canals and waterways, rainwater now flows more efficiently toward Laguna Lake, greatly reducing the frequency and severity of flooding in residential and commercial districts.
“These are not just projects. These are results of shared governance and our commitment to providing a safer and more resilient Cabuyao,” Hain emphasized.
Youth and Education
In line with his vision of nurturing future leaders, Hain announced the launch of the 5,000 Eskwela Program, a scholarship and youth development initiative aimed at expanding educational opportunities for Cabuyeño students. The Youth Development Office has also been strengthened to better respond to the evolving needs of the city’s young population.
Health and Wellness
Mayor Hain outlined plans to upgrade the city’s public hospital to a Level 2 facility, enhancing its capacity to provide specialized medical care. While the upgrade is underway, partnerships with private hospitals are being pursued to supplement public health services.
The Preventive Health Center Program is also being rolled out to encourage early detection of illnesses and promote healthier lifestyles among residents.
Disaster Preparedness
Disaster risk reduction remains a core priority, with ongoing enhancements to the city’s flood control systems. These include improving drainage infrastructure and ensuring the continuous clearing of waterways for faster subsidence of floodwaters during heavy rains.
Peace and Order
Hain reaffirmed the city government’s commitment to maintaining peace and security. Close coordination with law enforcement agencies and the community ensures that Cabuyao remains a safe environment for both residents and investors.
As Cabuyao looks ahead, Mayor Hain’s administration is focused on laying the groundwork for a business-friendly, investment-ready, and people-centered city — one that balances economic growth with quality of life.
