The Provincial Government of Laguna was recognized as one of only two provincial governments in the country to receive the Outstanding Accounting Office Award for Fiscal Year 2025 from the Association of Government Accountants of the Philippines (AGAP), amid allegations of irregularities in the implementation of several provincial projects.
The award was conferred on October 20, 2026, during AGAP’s annual awarding ceremony held at the SMX Convention Center in Mabalacat City, Pampanga.
Laguna shared the recognition with Mountain Province, with both provinces cited for the quality, accuracy, and timeliness of their financial reports.
According to the award criteria, the recognition honors excellence in financial report preparation and compliance with government financial management standards.

Aside from the two provinces, AGAP also recognized several national government agencies for their outstanding accounting and financial reporting systems and practices.
These included the Department of Labor and Employment–Financial Management Service, National Wages and Productivity Commission, Institute for Labor Studies, Department of the Interior and Local Government–National Capital Region, and Presidential Broadcast Staff–Radio Television Malacañang/PBS-BBS Finance Division.
Under the leadership of Governor Sol Aragones, the provincial government said the recognition reflects its efforts to promote fiscal discipline and accountability in the use of public funds.
However, the award comes at a time when the provincial government is facing allegations of irregularities involving the implementation of several projects.
It is important to distinguish the recognition received by the accounting office from separate concerns regarding project implementation. The award focuses on accounting and financial reporting and, by itself, does not establish that all projects or transactions of the provincial government are free from irregularities.
Despite the recognition, transparency, the proper use of public funds, and accountability to the public remain essential to ensuring that every peso collected from taxpayers is properly recorded and spent in accordance with the law and its intended purpose.
