Global IT services leader NTT DATA and Philippine engineering firm TELKHA have entered into a strategic partnership aimed at accelerating the modernization of digital infrastructure across the Philippines.
The collaboration is designed to support the country’s expanding connectivity and digital transformation agenda, covering broadband expansion, ICT development, intelligent city systems, private 5G networks, renewable-integrated telecom infrastructure, energy management systems, public sector digitalization, and long-term managed services.
By combining NTT DATA’s global expertise in digital transformation with TELKHA’s nationwide infrastructure execution capabilities, the alliance aims to deliver full-spectrum solutions — from fiber backbone deployment and smart pole systems to AI-powered command centers, hybrid low-earth orbit (LEO) and fiber connectivity, and round-the-clock network operations management.
Supporting a Rapidly Modernizing Digital Landscape
The Philippines is experiencing increased investments in connectivity and urban modernization. Local government units are advancing smart city initiatives, national agencies are expanding broadband programs, and enterprises are adopting private 5G networks and automation technologies.
Government-driven connectivity mandates and infrastructure modernization programs have also opened opportunities for scalable public-private partnership (PPP) projects — a key focus area of the new alliance.
Among the priority initiatives under the partnership are intelligent city deployments, unified common pole systems, hybrid fiber and LEO infrastructure, renewable-powered telecom sites, and long-term managed ICT services for government agencies and LGUs.
Five Key Focus Areas
Under the agreement, the companies will concentrate on:
- ICT and telecom modernization
- Intelligent city and smart infrastructure systems
- Private 5G enterprise deployment
- Energy-efficient and renewable-integrated telecom and facility solutions
- Managed services and lifecycle infrastructure operations
A defining feature of the partnership is its shift toward long-term managed services and PPP-backed infrastructure models rather than traditional one-time project delivery. The framework emphasizes service-level accountability, AI-driven monitoring, infrastructure lifecycle optimization, and recurring revenue models to ensure reliability, cost efficiency, and sustainability.

Long-Term Commitment to Philippine Digital Growth
TELKHA brings more than a decade of telecom engineering experience, with nationwide deployment capabilities and strong engagement across telecom operators, enterprises, and public sector stakeholders.
NTT DATA contributes advanced digital platforms, cybersecurity frameworks, global IT governance standards, and enterprise systems integration expertise.
Executives from both companies underscored that the partnership is structured as a long-term collaboration extending through 2030 and beyond, aimed at strengthening the Philippines’ digital foundation.
As infrastructure and digital platforms continue to converge, the alliance seeks to build resilient, future-ready systems that enhance connectivity, improve public service delivery, boost national competitiveness, and support sustainable economic growth across the country.
