Bauang, La Union Declares Climate Emergency and Launches Tree Planting Initiative

Bauang, La Union, Philippines – On August 16, 2024, Bauang Municipal Mayor Eulogio Clarence Martin De Guzman III officially declared a climate emergency, underscoring the local government’s commitment to fostering a resilient and thriving environment for the community. The announcement took place at Bakawan Eco Park, where a tree planting activity was also held.

“It is undeniable that our municipality is already experiencing the effects of climate change,” Mayor De Guzman stated in his speech. “In partnership with government and non-government organizations, we will evaluate the climate impact of all future decisions and adopt solutions that benefit our climate, environment, and biodiversity.”

The declaration was supported by key organizations including the Philippine Movement for Climate Justice (PMCJ), Union Christian College, Diocese of San Fernando de La Union, Kanlungan, Center for Energy, Ecology, and Development, the SK Federation of Bauang, Liga ng mga Barangay of Bauang, and Koalisyon Isalbar ti Pintas ti La Union.

An executive order was issued to formalize the municipality’s collective action, highlighting the involvement of stakeholders in planning, implementing, and evaluating local climate change initiatives. The order aims to develop a roadmap for managing hazards, disseminating information, and raising public awareness to protect life, property, and the environment.

“Bauang is the first local government unit in La Union to declare a climate emergency,” said PMCJ National Coordinator Ian Rivera. “This action supports the national commitment to reduce greenhouse gas emissions and serves as a model for other LGUs and the Provincial Government. Community-based approaches have proven effective in mobilizing various sectors to mitigate climate change risks and vulnerabilities.”

A municipal Climate Emergency Action Council will be established, with Mayor De Guzman serving as chairperson. The council will work in collaboration with the Sangguniang Bayan, municipal departments, and barangay officials.

Crisanto Palabay, president of Koalisyon Isalbar ti Pintas ti La Union, expressed support, stating, “We recognize the local government’s efforts for our environment. We are fully supportive and ready to contribute to our fight for clean energy.”

Mayor De Guzman emphasized the importance of a multi-stakeholder approach and noted the global call to phase out fossil fuels to limit global temperature rise to 1.5°C. Rivera concluded, “Local governments are increasingly taking meaningful action to address the climate crisis. It is time for other LGUs to step up and commit to safeguarding not just their communities, but the planet’s future as well.”
