Mayor Dennis “DENHA” Hain officially announced today the implementation of an ATM-based distribution system for all scholars of Cabuyao City, aimed at making the release of financial assistance faster, safer, and more convenient.
Under the new system, student beneficiaries will now receive their allowances directly through ATM cards, ensuring a secure and efficient process while eliminating delays associated with manual distribution.
According to Mayor Hain, the initiative traces its roots to the College Education Assistance Program (CENAP), which has continuously evolved to better serve Cabuyao’s student population.
“Ayokong angkinin ang programang ito. Higit sa lahat, ito ay para sa inyo. Hindi ito magiging posible kung wala ang suporta ng ating Sangguniang Panlungsod,” pahayag ng alkalde. ( “I do not want to claim this program as my own. Above all, this is for you. This would not have been possible without the support of the City Council,” Mayor Hain said.)
The mayor also acknowledged that the scholarship program became a reality through a resolution passed into law during the term of his brother, former Councilor Richard “Dondon” Hain, describing it as a lasting legacy for the youth of Cabuyao.
Mayor Hain emphasized that the Iskolar ng Bagong Cabuyao Program goes beyond financial assistance, serving as a symbol of the local government’s trust in the capabilities and potential of young Cabuyeños as future professionals and community leaders.
“Dahil naka-ATM na ang mga iskolar ng Bagong Cabuyao, kahit hindi man tayo laging magkita nang personal, ang mahalaga ay mag-aral kayo nang mabuti at tapusin ang kolehiyo para sa mas maayos na pamilya at buhay,” ani Mayor Hain. (“Now that our scholars receive their assistance through ATM cards, even if we do not always meet in person, what matters most is that you study hard and finish college for a better life and a better future for your families,” the mayor said.)
He further announced that the city government, in coordination with the City Council and the City Budget Officer, plans to increase the scholarship fund next year, reaffirming the administration’s commitment to prioritizing education and youth development.
City officials reiterated that investing in education is investing in the future—an enduring commitment to building a more progressive, hopeful, and resilient Cabuyao.
