Representative Marissa “Del Mar” Magsino of the OFW Party List led the first-ever townhall meeting with the Filipino seafaring community, addressing pressing issues such as outdated policies, the impact of prolonged family separations, and exploitative work conditions. Key discussions focused on the Magna Carta of Filipino Seafarers (Republic Act No. 12021), which aims to provide stronger legal protections and improved working conditions.
Rep. Magsino emphasized the importance of effective implementation of the law, urging seafarers to actively participate in the drafting of the Implementing Rules and Regulations (IRR). “Passing the law was a battle won, but the work is far from over. Your voices must be heard,” she stated. She assured the community of her commitment to represent their concerns to the Department of Migrant Workers (DMW). Representatives from the DMW also pledged their full support in addressing the issues raised during the consultation.
Despite their crucial role in global trade and significant contributions to the Philippine economy through remittances, Filipino seafarers often face harsh conditions and insufficient support. Magsino reiterated the urgency of reforms, including modernizing training programs, improving access to healthcare, and providing educational assistance for seafarers’ families.
“Our seafarers are not just workers; they are heroes,” Magsino said. “Their sacrifices sustain families and economies, and they deserve nothing less than our full support and action.”
