Escudero urges use of P30-B RCEF to protect farmers from El Niño, Fuel Price Hikes

Senator Francis “Chiz” Escudero is calling on the government to utilize the P30-billion Rice Competitiveness Enhancement Fund (RCEF), established under Republic Act No. 11203, to support programs that go beyond short-term cash aid and better shield farmers from the impacts of El Niño and rising global fuel prices.

Escudero highlighted the P15 billion allocation for “Other Priority Programs, Activities and Projects” within RCEF, suggesting it be redirected toward initiatives that will boost farmers’ productivity, strengthen supply resilience, and address food security concerns amid potential shortages or price surges.

He noted that this portion of the fund could be used to expand financial assistance, improve access to rice credit, and invest in irrigation projects. According to the senator, while immediate aid is helpful, long-term strategies are essential to help farmers withstand drought conditions and rising fuel costs.

Escudero made the proposal as the Department of Agriculture began distributing the P10-billion Presidential Assistance for Farmers and Fisherfolk Program, which provides ₱2,325 each to more than 4.17 million beneficiaries nationwide. Initial payouts have already started in several regions, including Ilocos, Cagayan Valley, Central Luzon, Western Visayas, and Zamboanga Peninsula.

He emphasized that the ultimate goal is to strengthen farmers’ resilience so they can recover and continue production, ensuring a stable food supply even during crises.

Agriculture officials, meanwhile, acknowledged that the cash assistance is limited and meant only as short-term relief. Authorities are also preparing for a possible moderate to strong El Niño later this year, with Philippine Atmospheric, Geophysical and Astronomical Services Administration estimating a 79% likelihood of its development by June.

The anticipated dry conditions could strain irrigation systems and reduce agricultural output, particularly for rice and corn.
